The trouble with hot air is that, in human conference terms, in does come cheap. And the EU has a long history of proving itself adept to promote aims and objectives it never seems to be able to meet.
Barring Britain - which met has met its Kytoto carbon cut targets - every major EU nation has failed miserably to come close to meeting their Kyoto commitments. The problem for the EU of course is that socialist liberalism dominates its ideology and actually getting its industry to comply with such daunting commitments will mean yet further social costs, including unemployment (already very high because of the weight of expensive social welfare programmes) and the direct economic cost.
One wonders just what makes the EU believe it can comply with this new agreement. But then, as is usual with the EU, this is probably more about talking ideology than actually showing it is actually feasible and economic in the real world.
